Nick,
PPL is pay per lead.. Assume that you have joined an affiliate program and when your downline members signs-up for the offer which you have provided , then it is called a lead for you.... Simple sign-up is enough... It is not compulsary that he needs to purchase any product by becoming a downline member under you...You can see these kind of terms mainly in CJ and shareasale...

--> Signing up for a newsletter or opt-in list. Visitor signs up, you make money/pay-per-lead commissions.
