It's depend on how much your effort to build link to your site.
I believe blog and website is same.

yes you are right ,blogs do get indexed fast enough than websites in google as blogs get constantly updated and more often as compared to websites

No Nick Actually Its the reverse of your question,free sub domain sites get page rank in lately but the site with original or root domain with good content got good page rank within 2 to 3 months of time.Recently One Of My Site Got [PR-1] And Another Site Got-[ PR-2] On 1'St January 2009.

As members have already mentioned, it depends on various factors like content of the site and also the amount of promotion that is being given for the site or blog.
But one difference is there for sure. That more blogs have unique content than most of the sites.
