As I am new to SEO.I have seen some SEO expert uses tools and some don't, its all depends on experiences. So without using tools can site be at #1 ? Where to find the perfect tools for SEO ?

First of all let me know what are the SEO tools? Is there any particular process through which you (website) can reach to a number 1 position? If everybody is using this tool, who will take #1 position?

I dont know how many of you use the Webmasters tools by google.
I have been using it these days and i find it really useful. It shows keyword queries for which your blog is being indexed in the searches at the same time tells you which keyword is working the best for you.
This way you can work on improving your blog or site with more of that keyword and stand more chances to get indexed

i am using them frequently these days because i am doing seo for the site of our boss.
