Well in free hosting does they are providing access to the root directory or not.
It's been hard for me to fnd out until i register there and if you dont have access to root directory that means no use of cpanal.

I think there are more better free hosting plan out there that better than this offer. For instance, 000webhost provides 1.5GB for free hosting, 7ghhosting provides 7GB free hosting space, all of them also support PHP and mysql database. Anyway, this hosting site i have never tried before, i will test and see whether they are stable or not.
